Tensions in Black Sea As Russian and Ukrainian Ships Clash Near Strategic Bridge

MOSCOW (AP) — Russia and Ukraine traded accusations over an incident at sea Sunday near the disputed Crimean Peninsula, increasing tensions between both countries and prompting Moscow to block passage through the Kerch Strait. Russia’s coast guard said that three Ukrainian navy ships made an unauthorized crossing through Russian territorial waters, while Ukraine alleged that one of its boats was rammed by a Russian coast guard vessel. The Kerch Strait is a narrow body of water nestled between Crimea and the Russian mainland. The incident began after the Ukrainian navy claimed a Russian coast guard vessel rammed one of its tugboats, which was traveling with two Ukrainian navy artillery boats from Odessa on the Black Sea to Mariupol in the Sea of Azov, via the Kerch Strait. “Russian coast guard vessels … carried out openly aggressive actions against Ukrainian navy ships,” the Ukrainian navy statement said. It said a Russian coast guard ship damaged the tugboat’s engine, hull, side railing and a lifeboat. The statement added that Russia had been informed in advance about the planned journey. Russia then blocked off the strait. The move comes after months of growing tensions between Ukraine and Russia, which annexed Crimea from Ukraine in 2014 and has steadily worked to increase its zone of control around the peninsula. The Kerch Strait is the only passage into the Sea of Azov beyond it. The strait is crossed by the recently completed Kerch Bridge, connecting Crimea to Russia. Transit under the bridge has been blocked by a tanker ship, and dozens of cargo ships awaiting passage are stuck. Russia has not given any indication of how long it will keep the strait blocked off, but a long-term closure to civilian traffic would amount to an economic blockade of Ukrainian cities on the Azov coast. And Russia’s Black Sea Fleet greatly outmatches the Ukrainian navy. Ukrainian cities on the Sea of Azov include strategically vital centers such as Mariupol — the closest government-controlled city to Donetsk and Luhansk, the breakaway regions of eastern Ukraine controlled by Russia-backed separatists. Russia’s Federal Security Service, known as the FSB, told Russian news agencies Sunday that the Ukrainian ships held their course and violated Russian territorial waters. The FSB accused the Ukrainian navy of staging a provocation against Russia. “Their goal is clear,” an FSB statement said — “to create a conflict situation in the region.” The statement didn’t mention ramming a Ukrainian tugboat. Though a 2003 treaty designates the Kerch Strait and Sea of Azov as shared territorial waters, Russia has been asserting greater control over the passage since 2015. The Ukrainian Foreign Ministry said in a statement that Russia’s actions were a violation of the U.N. Charter and international law, and pledged to “promptly inform our partners about Russia’s aggressive actions.” “Such actions pose a threat to the security of all states in the Black Sea region,” the statement said, “and therefore require a clear response from the international community.” Dmitry Kiselyov, a commentator on the state-controlled Rossiya channel, told viewers of his Sunday evening news program that Ukrainian President Petro Poroshenko — encouraged by the U.S. — is looking to pick a fight with Russia in the Black Sea. Georgia strategic partnership with Azerbaijan and Turkey, together with friendly relations with Armenia, creates a solid basis for turning the region into a major economic and transportation hub. «With the annexation of Crimea, the issue of Black Sea security moved to the forefront of the international agenda. This will also be the topic of his public talk when he visits NUPI 13 November. Royal Navy spy ship enters Black Sea as Ukraine fears Russia INVASION - A ROYAL Navy reconnaissance ship has entered the Black Sea via the Bosphorus Strait at the request of Ukraine amid a tense military stand off with Russia. HMS Echo, a multi-role hydrographic survey ship, was pictured cruising through the Bosphorus en route to the sea, shared by Ukraine and Russia, on Monday night. Equipped with high-tech oceanographic surveying kit, the Echo-class vessel was flanked by the Turkish Coast Guard as it entered the Black Sea at around 6pm local time. Britain agreed to send HMS Echo following a meeting between UK defence minister Gavin Williamson and Ukraine’s Defense Minister Stepan Poltorak in November, according to Ukraine’s military portal. “The visit to the Black Sea takes place within the agreement of Ukraine and Britain reached on November 21, 2018, during the visit of Ukraine’s Defense Minister Stepan Poltorak to London. Then, British Secretary of State for Defense Gavin Williamson announced, expressing the support to Ukraine, that HMS Echo (H87) will be sent to the Black Sea,” the military portal said. The deployment is the first time a Royal Navy ship has entered the Black Sea since Russia seized three Ukrainian vessels last month, inflaming tensions between Kiev and Moscow. Although the vessel is armed with cannons and miniguns, HMS Echo is designed to conduct undersea research and support amphibious operations. Under freedom of navigation rules, the vessel is expected to survey the Black Sea while offering symbolic support to the Ukrainian naval at a time of heightened military activity in the region. The Montreux Treaty allows HMS Echo to remain there for 21 days, according to Bosphorus-based naval observer Yörük Isik, who captured pictures of the vessel. Tensions between Kiev and Moscow have come to a head in recent weeks after the Russian coast guard seized three Ukrainian ships in the Black Sea, damaging already frayed relations. Last month, Ukrainian president Petro Poroshenko said the shipping incident was an “extraordinary event” in the context of Moscow’s recent “aggression”. The president has brought martial law into effect and put Ukraine’s armed forces on full-combat alert in response to the explosive skirmish. He said, because Russian military activity and tank deployments have “dramatically increased” along Ukraine’s borders, the armed forces have been ramping up preparations “in case of a large-scale ground invasion”. Russia has faced a firestorm of condemnation from the international community over the incident in the Black Sea, with many Western leaders calling for fresh sanctions against Moscow. Kremlin officials have reacted furiously to the incident, accusing Ukraine of staging the “very dangerous provocation” as a pretext to provoke a conflict. Moscow said the alleged breach of Russian waters was “planned” and Russia will “strongly” respond to similar “provocations”. Kiev accuses Moscow of trying to impose a de facto economic blockade on its ports in the Azov Sea to weaken it as part of a "hybrid war" against Ukraine. The countries have been at loggerheads since Russia seized Crimea from Ukraine in 2014 and backed an insurgency in the eastern Donbass region that has killed more than 10,000 people despite a notional ceasefire. Crisis in Ukraine: Russia Extends its Control over the Black Sea and Strategic Waterways On May 15, President Vladimir Putin took part in the opening ceremony of the Crimean Bridge – “a super 19-kilometre-long construction” linking Crimea to Russia’s Krasnodar region. This bridge is strategic and broader the economic and geopolitical implications in the region. The decision of Crimea to join the Russian Federation has strategic and geopolitical implications. The union of Crimea with Russia redefines both the geography as well as the geopolitical chessboard in the Black Sea basin. It constitutes a major setback for US-NATO, whose longstanding objective has been to integrate Ukraine into NATO with a view to undermining Russia, while extending Western military presence in the Black Sea basin. With the March 18, 2014 Treaty signed between Russia and Crimea, the Russian Federation will extend its control over the Black Sea as well over the Sea of Azov, the West coastline of which borders on Eastern Ukraine and the Donesk region. Under the agreement between Russia and Crimea announced by president Putin, two “constituent regions” of Crimea will join the Russian Federation: the “Republic of Crimea” and the “City of Sevastopol”. Both will have the status of “autonomous regions”. The status of Sevastopol as an autonomous entity separate from Crimea is related to the location of Russia’s Naval base in Sevastopol. Since the break-up of the Soviet Union, Russia retained its naval base in Sevastopol under a bilateral agreement with Ukraine. With the signing of the March 18th Treaty, that agreement is null and void. Sevastopol including the Russian naval base become part of an autonomous region within the Russian Federation. The naval base is no within Ukraine under a lease agreement. Moreover, Crimea’s territorial waters now belong to the Russian Federation. Russia now formally controls a much larger portion of the Black Sea, which includes the entire coastline of the Crimean peninsula. The Eastern part of Crimea –including the Kerch straits– are now under Russia’s jurisdiction control. On the Eastern side of the Kerch straits is Russia’s Krasnodar region and extending southwards are the port cities of Novorossiysk and Sochi. Novorossiysk is also strategic. It is Russia’s largest commercial port on the Black Sea, at the cross-roads of major oil and gas pipelines between the Black Sea and Caspian sea. Historically, the Kerch straits have played a strategic role. They constitute a gateway from the Black Sea to Russia’s major waterways including the Don and the Volga. During World War II, the Kerch peninsula occupied by Nazi Germany was an important point of transit by land and water. In the coldest months of Winter, it became an ice bridge linking Crimea to the Krasnodar region. The Kerch straits are about 5 kilometers in length and 4.5 km. wide at the narrowest point between the tip of Eastern Crimea and the peninsula of Taman. Kerch is a major commercial port linked to railway, ferry and river routes. the integration of Crimea into the Russian Federation means that Moscow is now in full control of the Kerch Straits linking the Black Sea to the Sea of Azov. The Ukrainian authorities are no longer in control of the port of Kerch. The bilateral agreement between Russia and Ukraine governing the maritime route through the Kerch straights has been scrapped. The straits constitute an entry point into Russia’s major river waterways. The Sea of Azov connects with the Don River and the Volga, through the Volga Don Canal. In turn, the Volga flows into the Caspian sea. The Kerch straits are strategic. The Kerch-Yenikalskiy Canal allows large vessels to transit from the Black sea to the Sea of Azov. the Kerch Straits link the Black Sea to the Volga which in turn connects to the Moscow river through the Volga-Moskva canal. Full control of the narrow Kerch straits by Russia ensures unimpeded maritime transit from the Black Sea to Russia’s capital as well as the maritime route to the Caspian Sea. The Russia-Ukraine 2013 agreement pertaining to the construction of the bridge had, for all purposes already been scrapped before March 16. Crimea’s union to Russia was already in the pipeline prior to the referendum, it was a fait accompli. Less than two weeks before the March 16 Referendum, at the height of the crisis in Ukraine, Russia’s Prime Minister Dmitry Medvedev ordered the state-road building corporation “Russian Highways” “to create a subsidiary company that will oversee the building of a bridge across the Kerch Strait”. Russia has issued a warning to the United States as tension between Moscow and NATO is already running high. The Kremlin says it will respond to the entry of a US warship into the Black Sea with unspecified measures. The USS Porter reportedly entered the Black Sea a few days ago. The move has raised concerns in Moscow because the vessel has recently been fitted with a new missile system. This comes as NATO, led by the United States, has stepped up its military build-up near Russia’s borders since it suspended all ties with Moscow in April 2014. That happened after the Crimean Peninsula in the Black Sea re-joined Russia following a referendum. Officials in Moscow said the surprise move was to keep personnel on their toes and to test the capabilities of their hardware. It also sends a powerful military message to Russia's neighbours and the west. The Black Sea coast includes Georgia, Ukraine, Turkey, Bulgaria and Romania. A military spokesman said 36 warships would take part along with an unspecified number of aircraft but he did not say how long the wargames would last. Russia's Black Sea fleet is based in the former Soviet port Sevastopol, a vital stepping off point for a war against Georgia in 2008. These exercises are in neighbouring Krasnodar. It is perhaps no coincidence that the Americans are also in the region, training with Georgian troops on an operation that became an annual event after that conflict. Around 350 US Marines have been helping troops prepare for deployment to Afghanistan where Georgia has had a contingent since 2004. It underlines Georgia's desire for closer ties with NATO. Armenia’s Black Sea-Persian Gulf Corridor Plans Risk Antagonizing Russia President Serzh Sargsyan told the audience that his landlocked state was striving to become the pivotal ‘land-linked’ component of an ambitious plan to connect the Black Sea and Persian Gulf through an Armenian-transiting corridor, which is to his country’s supreme strategic interest but would undoubtedly affect the geopolitical situation in this sensitive region. For starters, this initiative would divert some of the traffic from the multimodal North-South Transport Corridor between Russia and India by cutting Baku and Moscow out of the equation when it comes to facilitating EU-Indian trade along this route, essentially replacing them with Yerevan and Tbilisi and charting a branch corridor to the Black Sea that could then lead to the bloc’s southeastern Balkan members. Armenia signed the so-called “Comprehensive & Enhanced Partnership Agreement” with Brussels despite its existing membership in the Russian-led Eurasian Economic Union, though the South Caucasian state asserts that its two institutional obligations are not incompatible. In any case, the consequences of Armenia’s Black Sea-Persian Gulf corridor plans would be disadvantageous to Russia’s strategic interests, which calls into question why Moscow’s mutual military defense ally would engage in such a policy even if it doesn’t intend to siphon off EU-Indian trade from Russia. The answer can be found in the competing “deep state” factions vying for control of Armenia, which can be divided into the pro-Eurasian integrationalists and the pro-Western obstructionists that operate as the proxies of the powerful Moscow and Californian diaspora communities, respectively. About the second-mentioned group, they’re so pro-American that the influential “Armenian National Committee of America recently implored Washington not to sell any more military equipment to Turkey on the fear mongered grounds that “Turkey may leak highly classified F-35 technology to russia”, so it’s little wonder then why some have suspected them of backing the anti-Russian Color Revolution attempts in their homeland back in 2015 and 2016. What both camps have in common, however, is the uncomfortable feeling that they have towards Russia’s newly pragmatic approach to Nagorno-Karabakh which emphasizes the primacy of international law and is therefore thought in a “zero-sum” way to be to the benefit of their Azeri adversaries. It’s due to this disagreement with Russia’s tacit policy shift that Armenia has sought to “hedge its bets” by reaching out to the West lately in order to “counterbalance” Moscow. Yerevan’s plans for constructing the Black Sea-Persian Gulf corridor should therefore be seen in this context, since there’s no getting around the fact that the successful completion of this project would indirectly impact on Moscow’s interests as well, whether this is a deliberate outcome or an unwitting one. The Black Sea is a bridge that connects two continents. It’s also the gateway between Europe and the Middle East. It is strategically important and hotly contested. NATO works closely here with Georgia to monitor the waterway. Radm Giorgio Lazio, Chief of Staff, Allied Maritime Command: “In order to see how important it is, just look at the map. You can see the Black Sea is bordered by Allies, by partners and the Black Sea is connected to the Mediterranean, which is connected to the wider ocean and waterways.” As well as dealing with problems like illegal fishing and human trafficking, the Georgian Coast Guard is part of an international effort to provide security in areas such as counter-terrorism. But it also has another issue to deal with. Lt Badri Shengelia, Georgian Coast Guard: “One of the challenges that Georgian Coast Guard is facing is the maritime space bordering the occupied Abkhazia and where Georgia is not eligible to conduct its law enforcement activities.” Abkhazia is one of two breakaway Georgian regions alongside South Ossetia. Their claim to independence is not recognised by the international community. Russia's backing for the territories was cemented during a 5-day war with Georgia in 2008. Moscow said at the time it was intervening to protect Russian speakers. It made similar claims when it annexed Ukraine's Crimean Peninsula in 2014. A weak response by the international community to the Kremlin's actions in Georgia has been credited with encouraging Russia to seize the Black Sea region. Mg Vakhtang Kapanadze, Chief of General Staff, Georgian Armed Forces: “Because Russia occupied Crimea, the military balance in the Black Sea absolutely changed, and now Black Sea countries need additional and different kind of format for Black Sea security.” Since Russia’s aggression began in Ukraine two years ago, NATO has stepped up its presence across Europe. Its exercises here in the Black Sea are only temporary. But for the Georgian coastguard protecting the strategic waterway is an ongoing challenge. The Bridge. Russia’s grand project to link Crimea

RTD followed the Crimean Bridge construction project with former boxing world champion and now Russian State Duma Deputy Nikolay Valuev, who tries his hand at being a bridge builder. The film also uncovers the region’s hidden gems with Kerch native, singer Alyona Sviridova, who meets Crimeans for whom the bridge link is vital. With the bridge deck 35 metres above the water, the giant structure stretches 19 kilometres (12 miles). The bridge is expected to carry up to 40,000 vehicles and 94 trains a day, once it becomes fully operational in 2019. Although plans to span the strait with a bridge date back to the 19th century, the link became a practical necessity for the peninsula, which only has a land border with Ukraine, after Crimeans overwhelming voted to rejoin Russia in 2014. Nikolay Valuev begins his journey at the construction camp on the Taman Peninsula, where he joins men and women working on the site. To get the first-hand experience, Nikolay tries various jobs, from welding large metal tubes for future piles, to pouring concrete and operating an elevator which lifts builders onto the arches. The installation of the 6,000-ton arches marked a milestone in the construction of what is said to be the longest bridge in Europe and one of the largest in Russia. The link will significantly cut the time people have to spend on the road, queueing at the busy ferry crossing, often troubled by bad weather. “It took us three days of waiting in line to get on the ferry out of Crimea and a week to get on the ferry back,” says Yulia, who drives a truck from the resort city of Evpatoria to Moscow. Once complete, the bridge will also make it easier for holidaymakers to reach Crimea, a popular tourist destination for Russians. However, it’s not only the Black Sea resorts that are worth visiting. From getting muddy in Lake Chokrak, dubbed the Crimean Dead Sea, to fishing for anchovies, and grocery shopping at Kerch market, Alyona shows some of the off the beaten track Crimean attractions. Alyona meets a Crimean Tatar, named Reshat, who is searching for a bride. As he wants his future wife to be from Crimea, Reshat takes long, arduous journeys via ferry to the peninsula in pursuit of love. “Never mind the wines, it’s the bridge that connects us,” Irina tells her sister.
